A Brave New World and Non-Violence

In the text, multiple examples make it clear that the World State's authority is not derived merely from force of arms. The World State appears to be post scarcity, and is economically structured upon consumption. Individuals are conditioned and frequently drugged so as to maintain their blindly ravenous consumerism. Would it be reasonable to say that the World State is a pacifistic society? Why or why not?
